CyberBoard

This is a game engine that allows the play of board wargames by e-mail.  It runs under the Windows platform and is free for personal use.

Zun Tzu

This is a freeware game engine that allows the building and play of online adaptations of board games, wargames and card games in real time over a live internet connection.  It runs under the Windows platform but, unfortunately, has no play by e-mail capability.
